Windy Hills is the second level in the City Gate in Drawn to Life. This level utilizes a standard layout, moving left to right through three level sections. There are high concentrations of enemies within this level, as well as many bottomless pits, requiring the player to proceed with caution. A new enemy, the Shadow Bird, is also encountered here.
Due to the effects of the Kaorin Berry, The Hero is still much larger than in most other levels. The Hero has no weapons in this level but can use kicks and other physical attacks instead. This is the final level in which the effects of the berry are still active.
Like most other levels, Shadow Goo is splattered around Windy Hills. The Hero can clear the Shadow Goo for an end-level bonus.
The Legendary Sword template is retrieved here, along with Unagi and his two assistants.

*Hero, Unagi and his assistants walk through the City Gate.*
- Cricket: Unagi...? ...what are you doing here?
- Unagi: I heard we're goinf after Wilfre... I'm here to beef up security...
*Unagi turns to one of his assistants.*
- Unagi: You! Deploy near the Village Island Gate!
*Unagi's assistant leaves, while he turns to his other assistant.*
- Unagi: And you... run a flank two pattern near the Observatory!
*Unagi's other assistant leaves.*
- Cricket: The security situation is fine!
- Unagi: Is that so? With Zsasha around...? I'll be running point on this operation. I need to check in with the Mayor now. My assistant will brief you if we find anything.
*Unagi leaves.*
- Cricket: It's my job to protect this village! Who the Rapo does he think he is... Hero, what were you thinking!?
- Hero:
- Cricket: You liked his sunglasses!? What kind of answer is that?! Hero... you better fix this situation! Go tell the Mayor to place him under my watch...
- Cricket: Maybe so... but he should work under me! I'm the best investigator there is! Hero, go ask the Mayor to put him under my watch!
