While they are implied to be the same person, it's not really elaborated on and I don't see how it works, since they look kinda different. Maybe make Heqather's page Heather Row since that's her name and keep this one for the raposa one.

Nah, they have the same name, and the dialogue that implies it is a bit too strong to be just a coincidence. Not to mention that Jowee and Mari want the hero to bring Heather back to Rapoville, and she has vague memories of the Raposa. It's clear that they're the same being, we just don't know the exacts on how they're the same being. Hopefully that gets expanded upon in a hypothetical 4th game.
I agree that we should keep them on the same page. It cuts down on article stubs and since they're essentially two forms of the same character, it makes things less confusing.
