Let me try and re-explain Alph's previous point: based on the sprites themselves, most of the male Raposa in the first Drawn to Life likely used a similar design template for all the sprites, with a lot of the pixel structure reused - and that includes Jowee. Brown pants is also a commonality with Raposa sprites with many characters wearing them, and the fact he wears them here may indicate Jowee's sprite was simply following said template.
