Honestly, I have absolutley no idea what this file does, but some scenes don't have one, such as /1, /9, /10, and /11. However, the scenes that do have one need it to load the scene, as deleting/voiding it simply doesn't softlocks the game.

After going through a lot of these files, I've come to see that not having a #o file is a pretty good indicator that the file isn't used, but this has yet to be confirmed.
