This government was called "[[The Council]]", composed of six puppets and a floating head in a tube, although these seven beings were all controlled directly by Click from the [[The Council Room|Control Room]]. Click also created the [[S.P.U.D.]], a police force composed of himself in disguise, holographic projections of said disguise, and a single [[S.P.U.D. Recruit|Baki]]. Click also began to pose as a messenger for The Council while mingling with the citizens.
