The Carnival Attendee is a minor character in the short story Blank Slates 2. He works at the carnival that Belleview hosted, and he is the one to give Heather the Mari doll.

Story
The Carnival Attendee worked a balloon popping game at the carnival Belleview had invited to town. During the night, he is approached by GenericChallenge, masquerading as Mr. Row, who gives the attendee a box of Raposa dolls to hand out as top prizes. Later in the night, Lyrica takes Mike and Heather to the booth to make sure they get the dolls they're supposed to.
Heather pops all three balloons on her first attempt, and she receives her Mari doll. However, Mike only pops two balloons, so he is unable to get the Jowee doll. Lyrica begins pestering the attendee for the Jowee doll, eventually stealing the darts of another customer to get the doll for herself.
